The idea is interesting. But for the first version of this "documentation", I wanted to keep things as simple as possible. Perhaps it will be done in the future ;-)
KDE developpers have a lot to do ! Perhaps they are planning on implementing a way to force user to use mandatory desktop settings, like on MicroSoft systems. If you're interested in the question, visit their website or post your question on some KDE-related mailing list.
